On June 18 and 19, 2013, representatives from Cuba and the United States resumed talks on direct postal services between both countries. The Cuban delegation was presided over by José Ramón Cabañas Rodríguez, head of the Cuban Interests Section in Washington, and the U.S. delegation was headed by Lea Emerson, Executive Director for International Postal Affairs of the U.S. Postal Service.
